Water conservancy is of vital importance to people's lives, it is also an important sector of the national economy. It has a vital role in the national economy for modern industry, modern agriculture, modern science and technology to provide essential security, and it is closely related to our daily lives. Flood control is a complex and difficult task. In recent years the scholars both at home and abroad have paid great attention to the work of reducing the losses caused by floods and the national security of people's lives and property as far as possible. It has an important theoretical value and significant economic and social value to use new technology today, to make new technologies suit the characteristics of the contemporary flood of reservoir dispatch system to improve flood control decision-making level. It has a profound significance.Flooding is one of the most serious natural disasters in China and most of the countries in the world. All the disasters by heavy rain, snow, ice, mountain torrents, landslides, tsunamis, storm surges, and built water conservancy projects such as dam-break are known as flooding. China belongs to the monsoon zone impacted by the Pacific and Indian Ocean monsoon climate, 60 -80% of the annual rainfall concentrated in the flood season, floods caused by the rainstorm disaster is China's major flooding. This article designs and realizes a reservoir flood control operation system based on SOA, combined with flood forecasting, rainfall and water remote sensing, which is for rainfall and water information collection, integration, auto-generated flood peak and valley curve and forecast for the leadership of the policy-making meeting, accurate and effective flood control operation. Software engineering will be the latest technology applications in the design. On the topic this article uses the latest software engineering system in design technology, and establishes a WEB Service application service and object-oriented structure of the reservoir flood control operation system. First of all, it discusses the background and significance of the research, and provides an overview of reservoir flood control operation system on the basis of theory, research-based software architecture theory and methods on the basis of exploring a service-oriented architecture model and technology of how to achieve service-oriented architecture model.On this basis, the article puts forward the goal of Reservoir Flood Control System and analyzes the requirements of the system, using service-oriented architecture model designed reservoir flood control operation system and the overall framework of various modules, and studies the achievements of all levels. Using Web Service technology, based on the SOA model, to build a reservoir flood control operation of the entire system software architecture, combined with examples of the development and realization of the system. The main research is:(1) Looking back of Reservoir Flood Control System Research and Applications both at home and abroad. It also analyses the difficulties of flood control decision support system and opportunities made by new technology development.(2) On the basis of studies of software architecture and its theory, this article discusses the related technology of exploring a service-oriented architecture model and achieving service-oriented architecture model.(3) Analyses the system needs according to the goal, service-oriented architecture and software model of tiered service model, designs reservoir flood control operation system and the overall framework of various modules, conducts a comprehensive study of the achievements of all levels and introduces the service-oriented integration of the entire system of principles and key technologies in details.(4) Develops a reservoir flood control operation system, a system of flood control scheduling decision-making, real-time monitoring of water, information and other functions of development, and achieves most of the functions of the code writing and programming. It introduces in details the structure of the database design and content storage. It also introduces the system function modules, the interface, as well as the examples of the code.(5) Discusses the development of the system in the process of adopting some of the key technologies and systems. Focuses on the integration of systems and components for WEB development, deployment and system test and evaluation and reaches the goal of the functions and performance goals.Finally, this article explains the way the system used in computers, mainly the uses of function modules. Then it comes to the final conclusion of this project. In addition, in the conclusion, it mentions that there are many difficulties encountered and there are a number of shortcomings, as well as the underdevelopment of the system constraints because of time limitation in the design process, and also states a number of point of view of the continuing development and improvement of the system in the future.
