The first is to realize the military command structure of the automation systemintegration. The second is to achieve integration of military information resources's build.Third is to achieve the organization's useage integration. To update the concepta, adjustmechanism, change the method,and implement system, so that we can realize commandstructure, command procedures, command, the command means integration ,operations,training, the use of office, the overall use and the use of local integration. This article is fromsuch a demand for office automatic integration. We analysis problems on the informationtechnology , and then we put forward necessity to develop office automation commandsystem.This paper analyzes the problems on the information technology build and putsforward the necessity to develop office automation command system. In this paper, therealization of our system is for some troops to help to give auxiliary advice to assignmentsoperating system. The system mainly faces to the staff officer and other persons involved inthe decision-making,and it is to force the senior officers 'departments and staff officers'day-to-day training, preparedness for war and office work .So its aim is to improve theefficiency of giving auxiliary advices and even a person who cannot lay down the plan willmake it easy to use this system.Through the demonstration, we can see that the systemcalculates on a higher degree of optimization and easy to operate. In order to adapt to the overall computer knowledge level of the political cadres and the political cadres' workcharacteristics ,this system strive for making the user interfaceclear,simple,practical,functional controling layout uniform,harmony, operations standard'ssmooth and convenient.the staff officer and other persons involved in the decision-makingcan exactly grasp the motive of the battlefield , rigorous style, scientific judgments and it alsoprovides a powerful guarantee in a simulated combat exercise.The system is intuitive,interactive, and scalability. What's more,it is fast and intuitive,simple, time- to generate avariety of transportation plans to forms. The informal format, accurate calculation , able to beadded at any time and able to adjust the data.The system is divided into five sub_systems: motorized march operating system,railway transport operating system, the operating system on the sea transport, air transportoperating system and tidal projected operating system , and each part is able to complete anumber of functions independently. In each sub-system operation, after the user inputsrelevant information ,it could calculate automatically and then print job tasks in the task list.For example, when we operate motorized march operating system ,the workers shouldimport the job's heading, select the map scale, echelon series, compiled, marching speed,distance and number of vehicles, the starting time, place, the adjustment point, rest andcamping area,and then the system automatically make out"motorized Plans to march "andprint out the schedule for the march. Air transport operating system need to achieve to inputthe basic information about delivery personnel, material, the number of weapons andequipment to identify the resident, airport and aircraft types, and then automatically generates"air transport schedule".The other sub-systems have the similar features.The system realizes operators'office automation, command and office's information.Through adoption of this modern management tools ,we can improve management efficiencyof military and reduce management costs. Not only improved the operation efficiency of thegeneral staff ,but also a operator who donot learn to make the plan can use it on day-to-daylife ,such as it help facilitatlly to war,direct and office. It can solve problems which aremultiplex ,urgent,large quantity of operations ,office, training, combat, command and so on ,sothat government organization leaders could make determination easily at the criticaltime ,which helps to give reliable accordances and guarantee .Therefore, the system plays animportant significance on improving the staff's work efficiency and reducing operatingdifficulties ,guarding against errors caused by the person's mistakes,speeding up the pace ofinformation technology's build ,improving the combat effectiveness and wining the first placein combat.
