With the rapid development and combination of the technologies of Digital-Signal Processing, Very large integral circuit, computer and communication, the Data-platform is using in Television signal transmission and receive. VOD is just one of these new applications based on data-video technology. CATV network in China is one very important part of access network. She has very large broadband resources and becomes an ideal network because she can solve the bottle neck problem of"the last one kilometer of the information highway". So using cable television network in the business as a VOD network transmission platform is very satisfactory.First of all papers on digital TV and VOD related technologies and standards,more in-depth analysis of the VOD system in the business,security,billing and quality assurance,and so the demand,and on the network and server system requirements. Based on this combination of the characteristics of the Chongqing Cable TV Network, the paper presents a programme of Chongqing VOD system, the system distributed by the programme, will push the centre-demand network terminals, the effective use of limited network resources, and has a good system of open . VOD system is divided into the OSS, operational control, so that business can, bearing and business users access to the five-level, effectively ensure the quality of the VOD business and operations, maintenance needs.All papers on the VOD system design for Chongqing,Chongqing Cable TV Network VOD is divided into two tiers of the transmission network:the backbone network and access network.Backbone network for fiber ring network, access is the HFC network.Backbone network covering the main city and county, the main city set up four POP points and 12 points front of the city providing a total of 6,940 concurrent flow, users can satisfy the needs of the VOD business. Papers presented various points of the POP network structure and configuration of the main equipment. Papers also a virtual network planning, allocation of IP addresses, and of the hub with the flow and the number of IPQAM.Finally, based Intel ATCA1 the hardware platform, Kasenna MediaBase 8.2 TM streaming media server software platform, and different models of VOD-demand server performance was tested, the paper given the test results. Test results showed that the Chongqing Cable TV Network VOD system programme reasonable, feasible, to provide users with sufficient quantity and of good quality VOD business.
