| The development and maturity of computer based information technologies, especially the exploitation of MIS based on internet in recent years, make it possible to combine the government administration with information technologies. It's a trend to promote the office automation, computerization, establishment of networks and to realize multiple access to the information for government administrative departments.Directed by this theory, we made deep investigation and research to the planning and designing of the Goden Insurance Management Information System and E-government System of Dalian city, and gave a integrated solution to it.First, we proved the significance of the Management Information System and E-government System in the Labour and Social Insurance work, then we gave some introductions to some definitions on E-government. Based on the analysis of the present conditions of the Information System of Dalian labour and Social Insurance, we found out the weak points and problems in the Information System . Aiming at these weak points and problems, applying Business System Planning(BSP) method, we pointed out the targets of the Dalian Goden Insurance. Then we redesigned the Information System process based on the E-government model, planned the general structure of the Goden Insurance Management Information and E-government System, and defined the functions of sub-systems. Also we planned the networks, data , applications, security and hardware configuration of the system. Finally we gave some solutions to the potential problems in the implementation of the system.The implement of Golden Insurance will improve the explore and sharing of government information resource, increase the efficiency of decision-making, improve public service quality and increase service offering. Golden Insurance can also enhance the transparence of execute the law, improve effective monitor for government, establish communication channel between government and citizen. |
