The next generation network will be an IP-based structure, which can simultaneously support voice, data, multimedia and other services. In the core network, 3GPP Release5 raised in the IMS architecture for the network's IP transmission, and promoting the seamless integration of fixed and mobile networks. Mobile IP Access Network will be an important step towards next generation IP network. So in order to better support the growing wireless data services, IP transmission in GSM base station system will become very necessary.After researching the current All-IP Mobile Communication Network,then gives a design of IP access base station system which is based on GSM signaling. In this IP architecture system, the transmission signaling messages and user data are separate. Most function of the original BSC in GSM system will be putted in the new IP base station, so that the strengthened IP station will make the realization of distributed IP station more conveniently and the wide-area coverage of micro-cell access better. This paper described the network architecture of the IP base station system in detail, including the level management structure, Cluster of the base station controller and the software architecture of the IP base station controller.The core is a detailed description of the software design and realization of the IP base station. First, the overall software architecture is presented, and it is divided into several modules. Then, the platform and the configuration part are introduced, mainly on the communication among IP base station controller and other parts of IP base station. Also the design of channel allocation algorithm, the flow of call process, call state machine, and the some key data structure of call control is given. Finally, the framework of the transmission modules is described, focusing on its key element——jitter buffer. Tests indicate the software of IP base station accomplished the design of functional requirements.
