Along with the development of the information technology and the universality of the internet, the information-based construction of the government also has brought the fever of the E-government. The safety, standard, norm of the E-governmental affair, even the evaluation system would be subjected to deep concern.As the essential part of the information-based construction of government, the E-government system has acquired more attention gradually. But the local E-governmental affair construction still has a lot of problems currently, The need and the program of the system is distinguished and there is little people who are good at information technology working in the government. So it's important to place more effort in the design and related technology to resolve the problem in addition.The characteristics of the E-government makes the multi database system to be applied broadly in the E-government System, of course which resolves some problems, but also takes some.This paper researches an actual E-government system which is a distributed system that has several databases. The system's several main characteristics are as follows, distributed system, multi database, complicate business process which is changed frequently. These characteristics raised lots of problems in the maintenance and the development procedure.According to discussing the multi database's integration and combining the characteristics of the E-government to analyze the problem ,this paper puts forward two solutions, one is to build an exception report system, the other is to rebuild the current system. The two solutions is related to follow technologies: multi database's integration, fault detection, exception theories, AOP, technology related to JavaEE platform and several open source frameworks and so on. Then, after analyzing and comparing the two solutions, this paper chose the first solution and developed the prototype system of the second solution finally.
