With coastal and inland shipping industry's rapid development, ship traffic increased continuously; gradually increase the difficulty of transportation management. Since having been put into use, VTS has effectively improving the traffic environment of the port and navigable waterway, and enhancing the safety of the water. However, due to objective conditions and the level of technical limitations, radar and AIS means sometimes are difficult to play an effective role. There is an urgent need for a more effective means of supporting VTS for vessel traffic management. As CCTV can provide a more intuitive image video information, using CCTV monitoring system to support the current management has becoming a more effective and workable model. It is not only to protect environmental safety and smooth transportation needs, and can make up for deficiencies in the VTS, strenfthen maritime law enforcement and improve the efficiency of the Marine supervision.CCTV surveillance system linked targets integrates the merits of radar subsystem, AIS subsystem and CCTV surveillance system. It can be more effective in raising the efficiency of vessel traffic management. The system is based on the electronic chart-based human-computer interface. Through radar decoder and AIS decoder, the system can obtain the useful information of the targets, and then the targets can be displayed in the electronic chart. In the human-computer interface, the CCTV control platform can complete operating of the pan & tilt and the camera. It includes the pan & tilt's horizontal rotation and vertical rotation, adjusting the lens focal length, aperture size, wipers and lighting, and so on. When the CCTV camera lens access to targets, it can achieve continuous tracking and monitoring of the targets to ensure that the targets have always been within the scope of monitoring.In according to the material problems and demands encountered in the actual projects and a number of shortcomings in the existing VTS, the CCTV surveillance system linked targets makes a lot ways to improve and expand the functions carried out. This thesis has achieved the following results:1. In encoding & decoding technology research of main control center, it achieves the radar decoder, AIS decoder and encoding of CCTV control information. The achievement has provided a theoretical basis realizing the targets' display in the electronic chart and controling the CCTV.2. Through the research of targets automatic tracking algorithm and CCTV control algorithm, with the useful information provided by radar and AIS, it can control the CCTV to track and monitor targets.3. It completes mapping the electronic chart, and is able to carry out various operations on the charts. The radar targets and AIS targets can be showed the in the electronic chart, and implenment human-computer interface based on electronic chart, and CCTV control platform.
