The network communication system should have the ability of seamless coverage with 3D, telecommunication, broadcasting, and supporting mobility in the future. With the development of satellite network and wireless network, the interconnection with the Internet has become an inevitable trend. However, due to the inherent characteristics of long delay and high bit error rate in satellite network and wireless network, the Performance of TCP that is widely used in Internet at present is poor. Therefore, how to improve transmission performance of TCP between heterogeneous networks has become a hotspot.In this paper, base on the analysis of TCP and the characteristics of the heterogeneous networks, we propose a model of intelligent gateway with high performance which possesses boundary accessing control between heterogeneous networks firstly, and then a algoirthm of TCP flow controlling and congestion renewing which can be applied to heterogeneous network is proposed under the proposed model. The contribution of this paper is as follow:(1) A dynamic watermark adjustment algorithm to control the transmission has been proposed under the proposed model, it is effective to improve the throughput between the heterogeneous network.(2) A congestion control algorithm which is similar to TCP's rapid retransmission and rapid recovery algorithm is proposed under the proposed intelligent gateway. In this paper, numerical examples show that the proposed algorithm attains its goal by utiliting simulation tools NS2. The effective throughput and bandwidth utilization of heterogeneous network has been improved greatly under the proposed intelligent gateway.The analysis of the proposed model of intelligent gateway and simulating results which is described in this paper will validate the function of applying the intelligent gateway from the theoretical research to the practical network environments.
