With the development of communications technology, the management of communication lines has been put forward higher requirements, and the voices of the management modernization is becoming increasingly high. Difficult to retrieve, difficult to manage and difficult to maintain the ommunication Lines has become a current hot issue. To implement the intelligent and automation of communication lines management is one of the key issues of telecommunications services rapid development.The main contribution of this paper is:1. Using the Rational Unified Process (RUP) for software development methodology, using the Unified Modeling Language (UML) description language for analysis and design, based on the GIS platform, give the demand analysis and system design of communication lines management system.2. Reasonable to deal with spatial data storage, this paper use a spatial database separate attribute database design principles, in order to ensure data consistency and integrity.3. According to the features that Communication Lines Management System does not exist independently, a number of closely linked systems in the Telecommunications infrastructure operating system,the paper use multiple interface standards to deal with the interface between the system to ensure that the systems are effective and efficient interactive.4. In the management of communication lines, it is a time-consuming work to massive warning from the precise positioning of the failure of energy resources. This paper studies the design stratified according to the priority rules and rule-based inference algorithm alarm correlation analysis, and provide help to implements accurate fault location, improves the efficiency of operation, reduces the work intensity of control room staff.Communication Lines Management System to meet telecom operators on the communication lines centralized maintenance objectives of the established system. The main objective of the system: through the existence of the resource data, the use of accurate dynamic management, to provide support and protection to the best allocation of communications line resources, network management, business opened, and operation management, and to provide a strong technical support to telecom enterprise management decision-making.
