As an significant aspect of vigorously implementing electronic administration, the on-line registration will tremendously promote the publicity of governmental administration and the modification of managing styles.Weifang On-line Registration System designed in this paper is based on a wide research and deep analysis on current situation of on-line registration both in home and abroad. The System enables public institutions to complete registration application by submitting application forms and related materials on-line, rather than going to the administration of registration management in person.Based on the actual requirement of Weifang Bueau of On-line Registration Management, we designed and implemented the On-line Management System for Institutions. In designing the system we adopted the current popular 3-tier structure designation scheme. The whole solution is based on JAVA. The system uses the current advanced technologies including XML and J2EE. We use XML standardizes the data. The structural frame of on-line registration system in internet is established with the help of the powerful function of J2EE framework. The complicated business flows of the registration in internet is grasped and the data processing platform is designed. Furthermore, the system has a security system based on PKI to insure the security. The system can meet the requirement of on-line registration for institutions and process a large amount of declaration data easily.By effectively assembling and integrating of application systems and data resources and optimizing operation procedures, the system realizes resource sharing, cooperative work and government affairs publicity; optimizes business operations; simplifies the procedure of on-line registration for institutions; and provides more accurate informative service for data statistic of legal person institutions.
