A Study On Management System Of Historical Archives' Classification Management

The implementation of a classification management to the archives for permanent custody, is a breakthrough to the traditional management model as well as a new act to strengthen the management of archives, enriches the work in appraising value of archives, and also plays a revolutionary role in improving China's archives management. As the most reliable original evidence for national history and culture, historical archives are self-evident to be identified as permanent custody for their historical value and information value. A considerable portion of historical archives also have important heritage value, so it is inevitable and necessary to put them in classification management practice."The Implementation Law for Files and Documents of People's Republic of China", which was reedited in 1999, provides a legal guarantee as well as proposes regulations and requirements for historical archives classification management.Although few foreign articles and books on historical archives classification management have been published abroad, the practices on setting up special archival repository for historical archives in the United States, Britain, Canada and other countries can be regarded as the rudiment of historical archives classification management. Domestic researches focus primarily on micro-level analysis, lacking depth and breadth. Through a systemic study on historical archives classification management, this paper aims to improve the level of the historical archives management the all and the one, to improve the superiority and quality of archives holdings, and to maximize the social benefits from historical archives ultimately.At first, this article expatiates the necessity, the significances and the area of historical archives classification management, and analyzes the principles and methods of archives'appraisal, and the requirement of archival arrangement and custody by comparing classification management model with traditional management model; Then studies on two levels of historical archives classification management from both macroscopical and microcosmic level, the former including macroscopical environment analysis, classification and functions of relevant institutions, and constructing unified platform for classification management, while the later discussing the organization of the work and censoring procedures on the basis of principles, gist and methods of archives'classification appraisal; Analyzes and discusses the laws and regulations, technical support, personnel security and evaluation mechanisms and other issues about it at the end of the paper, to ensure the achievement of historical archives classification management system.The article's main innovations are: confirming the context of historical archives classification management, analyzing the differences between classification management model and traditional management model, researching two levels of historical archives classification management, probing into a unified platform of historical archives classification management, discussing relevant issues in building historical archives classification management system generally, and especially, presenting the reifier, consistency and authority of the relevant laws and regulations for historical archives classification management.
