In the new digital campus construction, the audio and video vod, digital broadcasting distance education, video conferencing, security surveillance, the campus television station, and so on are indispensable buiding projects, and these projects will be involved to the audio and video transmission and distribution. At present the peer-to-peer streaming media technologies are growing grosperity and have the rapid development momentum. As peer-to-peer streaming media assurance, network video broadcast-on-demand to high-definition screen, high-quality audio and fluent player to the traditional speed Internet users, "urging both" powerful blows, has aroused extensive concern. How this information to the high-tech information industry applied to the field of education and change the mode of instruction, improve the teaching environment, improve teaching efficiency is the main purpose of the study subjects.This paper first outlined the Digital Campus development status, and emphasized the need of the development of audio and video integrated platform for the new digital campus. Then the papaer discussed the peer-to-peer streaming media technology and the development process, focusing on the neoStreaming system framework and the current development conditions. Finally the paer analysised the deployment of integrated API neostreaming for the building of audio and video and demonstrated the feasibility of building integrated platform.In the peer-to-peer and streaming media on the basis of in-depth study, in the framework of neoStreaming systems analysis and integration API. Based on the MVC design pattern, the system using J2EE framework and tomocat WEB server platform for integrated audio and video features the background of management, as demonstrated prospects for the design and realization. Contents include: video-on-demand, audio programs on demand, television broadcast, the campus television network broadcast video monitoring, and other applications; As well as the creation of channels, channel management, user management, program management, and other management functions.With the digital campus and the entire comprehensive information integration platform to the program.The final realizatied the deployment of the system and against the performance tests, pressure tests and other test cases were tested. Test results show that the audio and video integrated platform to meet the new Digital Campus functional requirements, and be able to stable operation. Peer-to-peer streaming media at the same time as the addition of new technologies to reduce the video source server bandwidth pressure. To users to high-quality streaming media service experience.
