In this paper, MPLS based power communication network and IEC61850 based substation IEC61850 network are studied respectively.The traffic control mechanism in Linux kernel is analyzed in this paper. In combination with Differentiated Service (DiffServ) model and its control mechanisms of realizing MPLS QoS is studied. Then a MPLS DiffServ platform is built using MPLS-Linux code and Linux traffic control module. A traffic filter for MPLS over DiffServ is proposed, providing a better solution for realizing point to point MPLS QoS.In substation control network area, this paper analyzes IEC 61850 standard. Since IEC 60870-5-103 has been widely used in power communication system, we focus on the conversion from IEC 60870-5-103 to IEC 61850 and the modeling of IEC 61850 in power communication. Based on the moding of IEC 61850 devices, the detail steps of creating a device configuration document are emphasized and developed.
