Because of that the forest fire not only destroys the natural environment and ecological balance, but also directly affects the industrial and agricultural production, which is a serious threat to people's safety of lives and property, the sustainable and stable development of forest resource is focused by all countries in the world, and how to defend and control forest fire has also been paid more attention. Nowadays, the research on forest fire has mostly been based on macro weather factors to make prediction of fire, which played a positive role for China's fire. However, the areas that easily happened fire are usually having extremely complicated weather conditions, obvious vertical climate change, so it is easy to make wrong fire prediction or omit fire prediction by using macro weather factors. In this paper, according to this fact, it preliminarily analyses the fire forecasting model based on micro-meteorological information, and develops the monitoring system of forest fire insurance based on micro-meteorological information for the first time. The specific studies as follows:In this paper, through the investigation and analysis of the background of forest fire at home and abroad, it understands the current state about forest fire insurance forecasting and monitoring at home and abroad, and analyses the necessity and urgency of research on forest fire insurance.It also analyses the mathematical model based on micro-meteorological information to make fire prediction , establishes the prediction equations by selecting the relevant fire insurance prediction factor , determines the contributions degrees of single-factor through substituting back into the formula, and determines the weight coefficient for fuzzy mathematical model of single factor contribution degree, then to determine the fire rating through integrated judgment, and according to the fire rating, it divides different classes of fire insurance.This article introduces the relevant basic theories of GSM (global system for mobile communications), including the composition and characteristics of GSM system, as well as the GSM SMS communications platform based on the GSM wireless communications. In this paper, it pays more attention to introducing the definition of SMS (short message service), the business segments, sending ways, features and advantages, technological development, it also makes a detail introduction on SMS norms and AT commands.In this paper, it analyses the working principle and system architecture, and the whole system mainly includes three parts: locale monitoring extensions, data communication modules and system monitoring control centre.The article gives a hardware design method of locale monitoring extensions. It chooses AT89C51 as central processing units to achieve forest micro-meteorological information collection, including temperature, humidity, wind speed, rainfall and so on; it achieves long-distance monitoring data transmission through GSM SMS, and combining with the battery charge and discharge characteristics, it also designs the charge and discharge control circuit to ensure the long-term run for locale monitoring extensions.The software of monitoring extensions is realized through C51, and a specific software design method is given in this paper; It develops monitoring center experts software by VC6.0, and builds a database using Microsoft Access database to achieve the monitoring data coming from different locale monitoring extensions storage, analysis and printing function; combining with the monitoring data, it initially achieves the fire rating prediction based on micro-meteorological information. The experimental results show that the system can realize the real-time weather monitoring on forest fire insurances, and send warning messages when fire weather reaches the top limitation to eliminate hidden dangers.Finally, this article analyses the problems and the direction of development existing in this paper.
