Optical-fiber measuring equipment based on time-domain reflectometry technology is a new type optical malfunction measuring equipment that developed in 1980's. The most important function is searching the broken point and locating it without breaking the fiber. Upon being put forward, it attracted much notice for its special un-destroy measure, safety, functions and convenient use.Optical Time-Domain Reflectometer(OTDR) and Optical-Fiber Fault Locator (OFFL) are mainly the two kinds of this meter, they are mainly produced in overseas, only a few companies would like to research and design, and also they are very expensive. In this paper, the author puts a new method to design a small and facility apparatus: Optical-Fiber Fault Locator. It can be done quickly and precisely, also can locate the broken points in a long distance. It is more excellent and cheaper than other similar equipments.Reviewed the development of the time-domain reflector technology and the equipments at home and overseas, we mainly analyzed the design of the high performance OFFL, put forwards the critical method to achieve low dissipation, long distance, small dead zone and high resolution, and then analyzed the difference detailedly.And finally, the author analyzed the practical data measured by the OFFL and the reason that may cause the system can not measure exactly, and how to resolve it.
