With the developing of multimedia and communication technology, digital TV,high-definition TV,interactive TV and mobile TV are coming into people's life.The paper starts from the Mobile TV standards.Such as DMB(Digital Multimedia Broadcasting)from Korea,DVB(Digital Video Broadcasting)from Europe and America,CMMB(China Mobile Multimedia Broadcasting),CDMB("TD-SCDMA + DAB + AVS" Digital Multimedia Broadcasting(TV)Mobile System Standard Mix Scheme) from China and has made some research on the species and principles of the System Layer of these Mobile TV standards,especially the MPEG-2 Transport Stream.Protocol specification,grammar structure,digital program information,PTS(Presentation Time Stamp),DTS(Decode Time Stamp)and PCR(Program Clock Reference)of MPEG-2 TS are summarized.The thesis proposes a scheme of Multiplexer/De-multiplexer of MPEG-2 TS and carries it out with C.The thesis also analyzes the packet structure and principle of the system layer scheme:FIAVS(Fast Information Aided Video Stream)of CDMB standard.Then ahieves a scheme of implementation which is compatible with both MPEG-2 TS and FIAVS by improving the scheme of MPEG-2 TS.The scheme is not only suitable for the MPEG-2 TS which is widely used in almost all of the mobile TV standards,but also matched to FIAVS of CDMB which is proposed by China.At the end,compares MPEG-2 TS with FIAVS,with the conclusion that the efficiency of FIAVS is 5%higher than the MPEG-2 TS.
