With the application of OFDM and MIMO, transport velocity and frequency efficiency of 4G system will be largely enhanced in the future. 4G has very large distributing range of QoS and the application of all IP technology makes radio resource management more flexible and complex. All these bring new challenge to radio resource management in the mobile communication systems.Handover technology ensures continuous information transport in the communication systems, which is an absolutely necessary technology in radio resource management. With the development of mobile communication technology, present handover technologies can not adapt to variable needs between handover resource, reliability and the influence to target cell, which can not meet the needs of 4G system. Resource effective utilization, smooth handover among different QoS requires users and less impact of users with high traffic rate to the target cell have become the key problems in future 4G system handover technology.This paper focuses on the research of handover technology in 4G system. By the collection and analysis of lots of related research at home and abroad, we have found the problems in future 4G handover technology and proposed innovation idea.A novel Resource Cognitive Handover (RCH) scheme towards 4G Systems is proposed in this paper. It joints resource and pilot value as handover judgment parameters and uses QoS adaptation scheme including real time traffic user's preemption and high traffic rate user's traffic deceleration. This scheme can effectively utilize the system resources through resource cognitive handover. And it can guarantee smooth handover for users with different QoS requirements and decrease the impacts of high traffic rate users on target cell by QoS adaptation scheme.4G system level simulation platform is designed and realized in this paper, and simulation performance of new handover scheme is researched based on it. The simulation results illustrate that RCH scheme can reduce handover dropping probability and new call blocking probability, make the system load and resource utilization more balanced, reduce the influence of high traffic rate handover user to target cell and improve 4G system performance.
