It's a trend for telecommunication services to open there interfaces. The next generation network will be a multi-network combined with the current basic telecommunication facility and plenty of Internet applications. In Internet area, semantic web become a hot spot with big potentiality. Semantic web supports service's automatically discovery, dynamic composition, intelligent matching and execution monitor. It is suitable for the central service mode among service requester, service registry and service provider, could also benefit P2P, self-organization mode, and allow agents to publish, discovery and associate service directly. The emergency of this new technology provides a new way of thinking for convergence of telecommunication services in semantic level and service intelligence in telecommunication area.This paper focuses on the problems in Parlay X web services, such as lack of semantic support and vague in the definition and content of resource. We do in-depth study on how to improve the intelligence of telecom services by using ontology technology in future convergence services. First of all, this thesis gives an overview of semantic web, ontology and parlay x web services theories. Then, the thesis illustrates the common ontology modeling methods. Combined with the features in telecom area, we put forward a method of telecom services domain ontology repository modeling. Based on the above research results, this thesis also proposes a method of describing the parlay x web services in semantic level, and gives the implementation results of a semantic parlay x web service. Finally, this thesis gives an evaluation of the description solution based on the test results of an intellegent telecom service.
