Since the middle of 1990s, TETRA (Terrestrial Trunk Radio System), because of its excellent performance in capability, stability and security, have thrived globally, and well-served in public-security and public-sector area of different countries. In China, TETRA systems are also widely deployed and used by government, police, subway, railway, airport and port. In recent years, with the gradual spread of TETRA network applications, the local trunk radio industry calls for the localization of TETRA system more and more eagerly, and founded the CTU (China TETRA Union). Nowadays more and more research about TETRA standard and application is in process.Because it is widely used in public-security and public-sector areas, the TETRA system is highly focused on its security. And a integrated and strong security system guarantees the security of TETRA network. According as the open standard of TETRA established by ETSI, Authentication, Air Interface Encryption and End-to-End Encryption are the main mechanisms of TETRA security system. The standard gives only the framework but no detailed design and realization.First of all, the paper introduced TETRA system, encryption algorithm and cipher synchronization technology. Then, based on the security-risk and security-request analysis, the author designed a complete TETRA security framework. Furthermore, focused on the security technology system, the author researched and realized End-to-End Encryption with IDEA algorithm and related cipher synchronization technology and secret-key management technology. In the end, the author put forward the work of the paper and the objectives for further study.
