With the fast development of the internet technology, the digital multimedia developed in the aspect of storage, the copyright and the broadcast. The exchange of multimedia information has reached a high scope and also its publication has more different types. Nowadays, people can release their own works, exchange important information, do some business through internet. However the advanced network technology also bring us some problems: for example, it's more easy to infringe a copyright and more convenient to alter the work and the most important, when you have trade through internet, you may lost your secrete code. All these situation may bring you a lot of problems and cost you a lot. So people pay a lot of attentions on this problem that how can us take advantages of the convenience of the internet with the same time to protect our own rights and Intellectual property rights. This marks a birth of new course—information hiding. From beginning it origins from the secret write skill, now this technology has tied with the digital watermark. Today information hiding technique, is the important way to protect the intellectual property. How to use internet to achieve some information and also protect own secrete information is the focal pointer of the digital watermark research.In this paper, we provide a new information hiding system combined with digital watermark and ROI (region of interest) technology, making use of the Uncertainty of the ROIs, we embed the secrete information in the ROI image. We can apply this system into all kinds of the multimedia such as audio, image, video and so on. So this system has a very good application prospect as a result.This paper proposes a module based on region of interested watermarking technique. This module is very safe and it's very convenient to transmit the secret message. The author has made some emulation of this module. The comment on this emulation is listed below.This module makes use of the indefinite of the ROI's position in the image to ensure the safety of the watermark. Without the key to decode the message, the receiver couldn't obtain the watermark embedded in the ROI..
