In the road traffic accidents, one of the most primary causes is that vehicles exceed the speed limit. In order to restrain driver's speeding behavior and reduce traffic accidents caused by exceeding the speed limit, also to supply the transportation law enforcement with more scientific and more effective law enforcement evidence, we designed a speeding capture system based on license plate recognition technique.At present, speeding monitoring systems have been employing partially in Chinese highway and the road with speed limit, but these systems have many deficiencies and shortcomings, their performances are not satisfactory. This thesis introduces the speeding capture system, which aims at improving the flaws of current snapshot equipments. It introduces the concept of systematization design for the first time. By means of speed-measurement, capture images and integration design of identification information, it makes the hardware and software achieve optimal performance, so as to solve the shortcomings of previous products, consequently makes capture performance improves significantly. This system can simultaneously monitor up to four lanes (one-way or two-way). It can both be fixed at some point to conduct real-time monitoring and be installed on patrol car to conduct mobile monitoring, which means automatic all-weather work. This system employs many key technologies, not only technically guarantees the unique correspondence of the capture images of vehicles and the speeding vehicles, but also overcomes the defects, such as invalid picture, misuse shooting and high rate of leakage of similar products, truly promises the future to enforce the law fairly and to avoid the lawsuit dispute. In addition, the system performances in the capture, real-time and stability have improved greatly.This thesis describes the design and implementation process of the system's hardware and software, draws an analysis and conclusion of the system testing and it's application, finally, proposes forecast for the system's development and consummation.
