Study On Technology Of Automatic License Plate Recognition

The thesis mainly discussed the technology of automatic license plate recognition which being applied in toll payment, vehicle management for community, guard monitor, et al.On the base of research of LPR(license plate recognition), aiming at the main technology—license plate locating, character segment and character recognition, made some improvement and proposed some new algorithms. The main work is as follows:Research on license plate location. Because of the complexity of the image background & uncertainty of position of the license plate & unpredictability of image quality, the usual methods can't adapt the changeable environment. Based on image strength & enhancement, using the structure character of the plate area, located the plate rapidly and accurately through detecting white-black pixels. From the point of view of roughness, using fractal dimension to describe the rough area, proposed a new locating algorithm which based on fractal dimension and GA(genetic algorithm), and got good performance with the new algorithm.
