High-Frequency software defined Radar (HFSR) is the combination of the Software Radio technology and High-Frequency Radar. It is an important research to develop High-Frequency Radar with Software Radio technology which can make the Radar a miniaturized system and improve its mobility and flexibility. Software managed Radar can also improve the maintainability of the Radar system. The High-Frequency software defined Radar project is one of the 211 National Subject Building Project.HFSR operates in the crowd shortwave band, however not only shortwave communication and many other high frequency users but also atmospheric noise and plenty of man-made interference distribute in this wave band. As broadcasting station,shortwave communication and various industrial interference almost fill in the whole frequency band, to make radar work normally, it is important to find'silent'frequency, which means that there is no interference to threat the normal work of radar in the bandwidth of radar signal. In respect that the atmospheric noise changes with season,place and weather and the interference of shortwave communication has randomicity, the'silent'frequency is usually not fixed. To make radar work well, a special frequency monitor subsystem is needed to monitor the electromagnetism environment of the radar station in real time and select'silent'operate frequency for high frequency radar.This paper focuses on building the communication system and frequency monitor system of the real-time signal processing software. Firstly, this paper introduces the method of implementing all communication measures which include data transmission between different TS101, data transmission between TS101 and ICS554 and data transmission between TS101 and Host PC. After all these measures realized, the communication system of the real-time signal processing software is built.On the basis of communication system, the frequency monitor system is partly realized. Firstly, the paper analyses the influence of impulsion interfere to the frequency monitor system. It researches the method of distinguishing and eliminating the impulsion interfere and implements the method on the real-time signal processing software. And then, the pretreatment process of selecting frequency process is done.At last, this paper analyses the result of the frequency monitor system, which indicate that the communication system and frequency monitor system reaches the requirement of the real-time signal processing software.
