In recent years, with the rapid and continuous developing of China's Civil Aviation, the throughout of large and medium-sized airports are significantly increasing. The situation of the sharp increase in the scale of operations takes a series demands on the various aspects of airport management. Especially for the operation control system takes higher requirements. The original manual command-scheduling model has not been completely meeting the new situation requirements. We must establish a higher efficient operation and command system, by the standard and accurate commanding scheduling and operational control, then we can achieve the purpose of ensuring aviation safety, ensuring punctual flying and the purpose of providing quality services. So, research on the integrating of information systems based on the airport-operation and research the applying of the system has important practical significance to further improve the efficiency of airport operation and ensure the aviation safety.In this paper, it takes a brief introduction on the situation and development of the information system in China's civil aviation, and gives the requiems to airports under the situation. In conjunction with the Jinan airport information system project examples, this paper studies the key issue, and based on a three-tier management of the airport operation mode gives an information systems integration solution. According to the idea of three-tier management mode, this paper analyses the main issues of airport operation and ground handling, summarizes the main modules, and frames the scheduling, describes the function of those modules. It takes more study on the most important issue, which is the processing of message of flight information, the management of apron operation control and command, the management of apron parking resource, and the management of other ground handling resource. It takes a primary information integration design to those issues. Since the hardware of the network system is usually universal to other networks, it focuses on the study of how to establish the AODB (Airport Operation Database). This database has a strong professional character of civil aviation, and has greater impact on airport operation from the information system. In the ending of this part, it takes an overview on the choice of development tools and gives an example program of the development. This paper also takes applying research based on the running of the integrated system. Focusing on the typical operation, it introduces the applying of the processing of message of flight information, the management of apron operation control and command, the management of apron parking resource, and the management of other ground handling resource. It also discusses the security of the network.Finally, this paper summed up the works of this paper, points the key issues of the airport-operation information system integration. It also discusses the next direction and the vision of this subject.
