Transportation has become an indispensable and important component of the life. Comparing with the expanded rate of roads and other infrastructures, vehicle ownership and the use of vehicles are growing much faster. How to use high-tech combined with modern management methods to protect the safety of people, vehicles and goods, reduce traffic jam , ease traffic pressure has become an traffic problem that needs urgent solution. According the above views, we designed and implemented an integrative vehicle and road network traffic communication and information processing platform oriented service, distributed and all-purpose. Then we researched traffic theory and its practical model, and the collection method of urban road traffic parameters, which have certain significance in both theory and practice.Firstly, we deeply evaluated actuality, relative background and technologies about ITIS, and then proposed a new idea of building common integrative vehicle and road network traffic communication and information processing platform on the basis of widely technology and market research. Common platform can be compatible with a variety of existing GPS terminals, and and it becomes possible that the multi-terminal heterogeneous network to work together.Secondly, based on the present urban road transportation development situation, we proposed establishment and application of practical traffic speed -flow model according with China's fact after analyze several of the traffic flow models. In addition, we validated the practical model.Thirdly, this paper presented a new vehicle detection method, which is called virtual loops based on software of monitoring center. By using the data of vehicles location, speed, time and other parameters of center sent by GPS probe vehicles, and mathematical model and traffic model, we can get the urban real-time traffic parameters.Fourthly, based on the concept of a all-purpose platform, we designed the system structure of the platform, analyzed its functions, implemented all of the subsystems of the platform, and then completed the design of the platform. In the design of the platform, a distributed data communication gateway was informed, and we designed its protocol.At last, we tested the platform carefully, and summarized the experience in the design. Then this paper pointed out the shortage of design, and proposed the future research directions.
