In recent years, with the apace development of multimedia technology and the apace popularization of network, the video streaming transmission technique on the network is applied widely. With the fast development of application-embedded system on the multimedia technology at present, more and more people like to use the mobile which is hypersensitive on power to play video. Especially, video decoding need advanced CPU to run high operation, so it will consume a lot of power. Only depending on limited power in mobile system to keep a video playing for a long time is a difficult problem. When there has no breakthrough in physical batteries, the key of low power on mobile lies in the compression technology. AVS standard is the second general digital audio-video source coding standard which is establishing independently in China, it is the newest video-coding standard has wide applications and bright future because of its more efficient compression and friendly network interface. AVS is compared with the new generation video compression standard H.264; it has the same compression rate but has low complication. AVS is introduced in the field of the network video streaming transmission and becomes hotspots of the field.In this thesis, the related technologies about AVS coding standards are firstly introduced. Among them, carry out a scheme on video streaming over mobile which is based on AVS. In this system, AVS Decoder optimization and low power design are one of the main contents of this thesis. By deeply researching the interpolation algorithm, IDCT and error concealment and so on, this system achieves efficiency compression ratio, high definition and robustness.1. A low power design of interpolation algorithm which applies on mobile is put forward. It can provide a high quality video and reduce power dissipation. The result shows that, if AVS adopt this interpolation algorithm, the PSNR reduce only a little, people can not find the difference between those videos, but the decoding speed is highly improved and the power dissipation is reduced.2. By the in-depth research in video optimization, we carry out a scheme on video streaming over mobile which is based on AVS. Some superiority of AVS technology was pointed out, which can satisfy the requirements of the streaming, and a general framework of AVS was shown, based on which the scheme is introduced. By using AVS technology, this system has some superiority such as high compressibility,expansibility and adaptability. This system includes a lot of functions, such as real-time dynamic data collecting,synchronization,encoding and transmitting on server, real-time decoding and playing on mobile and etc. The goal for this system is to validate serviceability, correctness and the influence of power in the video optimization. The result of this system shows that the video streaming over network which based on AVS standard can provide a high quality video with real-time speed which satisfies requirements of the mobile streaming, and the system has properties of high reliability and good stability.At last, based on this system, we also use some error concealment algorithm in order to fetch up the influence of the loosing of network.
