The traditional database is not active driven by the user or procedure, it operates transaction only when a user or application procedure makes explicit requirements. A very prominent idea of active database is to let the database system have various functions of active service and to achieve the various needs of the initiative in a unified convenient mechanism. This thesis explores the active model and its implementation technology from the dual perspective of active database research.The thesis studies on the principle & the implemented mechanisms of event detecting of the ADBS, and the detecting way for different types of event monitoring, analyses the ways and merits of active database, designs the structure of the event monitor and puts forward the optimization strategy of the implementing mechanisms according to the active rules, according to the situation in data exchange of current cross-regional information management system, analyses the problems and its causes existing in data synchronization, and analyses the demands of the system for active updating of Data synchronization, then establishes an active database data exchange system framework using XML technology from the point of expansion the relational database to make it have active function.In the framework mentioned above, uses the active database event detecting technologies to capture exchanging information and status of source database system, saves data recorded changes in the XML data documents, at the same time, carries out the corresponding exchange rules in accordance with the status information through detecting systems, reflects the source database system status timely in the target database system, supports the scheme of safe and effective data exchange for the information exchanging among enterprises, solves the problem in traditional systems exchange which requires timely and intelligent exchange of data information in order to improve the effectivity for information exchanging. Finally, makes use of the technology mentioned above to the application of the integrated MIS of the railway, and describes the design & development process of sharing the information among the multiple databases, and implements the main model of the information-exchanging system, then analyses the performance of the system.
