With the ever-growing popularity of the Internet, an increasing number of small and medium enterprises began developing Web-based Enterprise Management Information System. However, there are many problems in such information systems'development, such as low Software Reliability, poor Scalability, little friendly user interface, development time can not be guaranteed, and so on. These problems are now a part of the software crisis.In order to solve the above problems, the development of Web Application desires stronger software architecture, more technology and the accumulation of experience, and better project management. Luckily, the concept of software platform has brought hope to solve software crisis. These platforms usually have good architecture, easy to reuse, and can greatly improve the efficiency of software development. However, we found that we need a long time to develop a special business logic module if it is not supported by the platform.With the years of experience in software development practice of the Ocean University Software Engineering Institute and a large number of international and domestic projects, this paper presents a new concept of open standards platform. The platform utilized and absorbed many characteristics and advantages of the existing software platforms. Meanwhile, we improved the concept of the platform. And we implemented a scalable software platform.The main platform design idea is"Open standards". That is, on the basis of the platform information systems, development staff can use their own familiar language to develop their own functions. And then they can incorporate the new functions into the system to facilitate the development of the follow-up system. This paper respectively introduces the Design and Implementation of platform in .NET and J2EE. And then we present the verification of the platform. The results prove that the platform can effectively improve the efficiency and reduce the difficulty of software development. This is ultimately reflected in the customer satisfaction.
