The dam has important economical and social benefit, the people decrease reservoir tragedy by inspecting the running state of dam and analyzing inspection data. Nearly, as a new rising theory, the Gary Theory is well-known by many people and is used in many project domains owing to itself advantage.The seepage inspection is one of many inspect means for dam. The paper analyzes and compares basic math models and common arithmetic for dam seepage analyzes, It introduces vitality Gray Theory and creases Gray forecast model in order to analyze and validate seepage data. And it analyzes the singular value of models'modulus matrix, brings forward to the means how to increase precision, and validate the rationality of model used for practical data.The paper particularly analyze and design function modules of the system based on the actual Xiwei dam safety manage system project, such as real time data collection module, synthesis report module, manpower input module, graph and image manage module, synthesis setting module and synthesis inquire module. Graph and image manage module includes all important curve in reservoir dam safety inspect standard, such as process line of seepage stress, process line of seepage potential energy, relative chart water level of reservoir and water level of seepage, process line of section's soaked line, process line of seepage stress in specifically reservoir water level and process line of seepage potential energy in specifically reservoir water level.
