The concept of VOIP(Voice over Internet Protocol) has been more than 10 years. Because of the shortcomings in such areas such as call quality previously, end-to-end VOIP phones has got no chance of develop at a big scope. But the past two years, as the rapid growth of ADSL and the policy of promoting investment ,coupled with VOIP technology itself in the improved continuously, the quiet years of VOIP technology has become the focus of attention of the people.Facing to the needs of network monitoring and management for large-scale users such as electricity,police who need the ensure of emergency calls, and records of responsibilities, the system bring forward some functions such as force disconnect,record and provisional meeting etc.The system uses C/S mode, TCP/IP, H.323,RTP, and other agreements as a basis for completion of the above-mentioned functional needs.At the beginning, the paper introduce the rapid development of VOIP technology and the proportion of the use of VOIP technical and scale, which concluded that the VOIP schedule system has become urgent needs.The second part of the paper is divided into two paragraphs, H.323 and RTP protocols on the basic principles were introduced, which provides a basis for follow-up.In the third part the paper describes system design and implementation. As the same time, it introduces the message and signaling process about some important process such as extension state, force disconnect, record and temporary meeting. Solutions are proposed for the Difficulties.In the last part the system were tested and improved, bring forward the inadequacies in the system and possible expansion.
