With the increasing opening-requirement of business and information in government organs, as well as the maturity of software engineering process, the chief information system would rather being integrated than separating. Chief information resource sharing and exchanging have been some kind of organizational and technical issues which is pendent for a long time, severely hampered the process of china's e-government development. It is not formed a unified theory and practice about the development and utilization of foundational chief information. According to the status quo of the development and utilization of public chief info at home and abroad, it is important to raise a guiding framework and solution for foundational chief information service based on its characteristics in our country.The layered model of foundational chief information service divides the construction and application of foundational chief information service into data network layer, information service layer, information system layer and user layer. Layered design focus on different problems. Every layer receives the basic services from lower layer and provides transparent services for the upper layer. The layered structural design has the characteristic of high polymerization with in layer and low coupling between layers, which may truly promote the construction and development of the foundational chief information services. Based on the foundational chief information service model, the foundational chief information value network shows the final view of the utilization and marketability of the foundational chief information through telling the relationship among all the foundational chief information objects. It is also provide a value-added platform for the foundational chief information resource.Distributed foundational chief information service system is a kind of opening information service system which is based on WebService technology, relies on local database services system, and provides encrypted XML format data services to information services applicant after confirming the digital certificate authentication.Distributed foundational chief information system provides not only identity-based encrypted data services, but also opening information services accrossing all technology platforms, all logical isolated e-government network and firewalls through the WebService technology, to enable the foundational chief information resource achieve the broadest value under the safest protection. This paper introduces the objectives, functional and non-common requirements of building the foundational chief information system. Then, analysis of the system model, role, and system design, describes the information expression. And it also describes the system implementation process, system configuration, as well as key features of the implementation process. With application examples, this paper introduces the environment of system development and operation, as well as the results achieved. Finally, the work of this project are summarized, and looked to the future development.
