The IP Network (IPN) has been growing rapidly in recent years and all the large operators have built their own networks. However, certain inherent problems of the current IPN make it not able to fully satisfy the commercial use demands at the telecom level. Therefore, the planning and key technologies of the next generation IPN have become the industry research direction.This paper starts with the history and direction of the global IPN development. Utilizing common telecom forecast techniques and a mathematical model, it then tries to forecast the user scale and bandwidth usage of the broadband IPN in Xinxiang for the next 5 years, in order to calculate the port capacity and bandwidth demand. By analyzing the current development of the broadband IPN in Xinxiang, the paper concludes the major problems and factors hindering business development of the current IPN, especially the problems of assurance and quality of service for large -clients. Next, based on Xinxiang real network situation and future development direction, referencing expert opinions on future IPN and opinions from the Provincial Design Institute on the development of provincial wide next generation IPN, it recommends a general planning schema and detailed implementation steps for the next-gen IPN for Xinxiang, emphasizing key technologies like MPLS VPN, Qos, network security, .etc. At the same time, the paper also suggests targets and differential service requirements for the next-gen IPN interface layers. It compares device types according to different rules at each layer. Lastly, fully aware of the needs to ensure the standard service level for current users and the smooth transition of the network, it recommends a step-by-step approach in deployment and transition. The proposed planning guide is based on Xinxiang real network, with precise analysis, scientific appraisal, full scale deployment and gradual implementation. It is particularly strong in guiding and highly executable.
