That maintaining individual and organizational core competitive ability through life-long learning has become the common understanding of the people in the era of knowledge economy; therefore building learning organization and learning community has become the trend of the times. The electronic learning (e-learning), which combines network technology and educational techniques, allows people to be educated or trained at all times and all places. Due to the breakthrough in space-time limit, it has become anther popular teaching method except classroom teaching and television teaching. In recent years, the domestic e-campus of various levels and types, which carry on electronic teaching, are showing a massive increase, as a result of which online teaching resources have been greatly enriched. Meanwhile, there are many problems existing, such as redundant construction, stereotyped online-courses and the poor cross-platform use ability of these courses, thus the advantages of e-learning have not been fully exploited.The online-courses are the main organizational and presenting form in the e-learning. This article first makes an analysis on the current construction situation and the research direction of the online-courses, then points out that the e-learning will be developed towards standardization of teaching resources, universality of teaching and management platform, modularity of teaching contents and personality of teaching strategies, which aims at achieving effective sharing and exchanging of online educational resources, as well as fully exploring the potential advantages of e-learning. In the research of e-learning, learning object technology, taking SCORM standard as its technical realization framework, is an important theory which is about the sharing and reusability of online teaching resources. Self-adapting theory of the Online Teaching System studies how to improve the intelligence system, presenting different learners different learning contents, different learning paths and different learning environment, so as to achieve the purpose of "individualized". With reference to the relevant literature on the above two areas, this article makes an research on how to achieve the sharing and reusability of the online teaching resources when those subjects which enjoys good logic and good knowledge structure (such as physics, chemistry, etc.) are built as online-courses. At the same time, the realization of personalized custom which is in accordance with the learners' learning level and learning needs is also studied. The article proposes a strategy that is achieving reusability by applying metadata retrieval mechanism to do inquiries and search on learning units and then building courses by taking these complete and meaningful learning units chosen. In the article an online-course customization system is designed, which can establish user models according to learners' learning features, and then gather units suitable to the learners' learning objectives and learning level into one online-course. The article puts forward the information model and the realization technology, resolving the problems when building an online-course with reusable and personalized teaching contents in an open network environment.
