Traditional network architecture which provides a simple end to end service based on"best effort"can meet the normal service. But with the development of network and increase of customer's requirement, many new applications appeared like as video-on-demand, virtual Reality. Those applications require high level quality of service. On the other hand, customers can select the right provider and services, so some agreements are in need between the customer and their provider. The IETF proposed the concept of SLA (service level agreement). An SLA is a formal negotiated agreement between customers and their service provider in order to guarantee Quality of service.Currently, the research of SLA focus on the definition of SLA parameters, SLA monitor, SLA management, SLA information model and make great progress. But there exist many issues, such as the absence of unified information, the precise description of concepts, and low reusability of SLA. A main reason is that there is no unified information; the former language did not provide the precise concept of SLA concept, parameter, and metrics. The ontology plays a key role in the semantics web, provides the share concept and supports the specific domain knowledge reusability. The ontology provides a new idea to resolve the problems of SLA. This paper offer a new way to make a new rigorous and unified definition about SLA information model based on ontology. This paper creates a new SLA service system based on Ontology. In this system Customers can select the right service from numerous services according to the SLA provided by providers in the ISP's databases, and the system can match the corresponding SLA template using the matching algorithm in the ISP's database, then compose those templates matched, finally creates the SLA contracts. The Ontology plays a key role in this system through providing a rigorous and unified definition SLA information model.This paper proposes a hierarchical structure SLA information model. The model has three-hierarch: The field, the inference, the task. Confirm the genetic template; Build template based on TMF categories. The ISP creates the basic SLA template for their service through the genetic template in their service database, and the concepts contained in their template database are shared. We can create new service through compositing and deco positing the base service. In this way, it is easy to solve the problem SLA parameters.Then this paper creates the SLA service system based on the SLA information model, and designs the inference which is the center of the model including the process from selecting template to generating the template. Then design the user interface, the matching algorithm, the generating algorithm in this paper. The matching algorithm can match the corresponding network services according to the request profile and make a best choice. The generating algorithm builds a new optional SLA template for the client request description and then the SLA contract is available.This paper use OWL to descript the information model, and how to describe the SLA information model using the OWL language is also discussed. Especially descript the concept, the property and restraints on property, providing a shared, rigorous information model.At the end of this paper, some aspects which can be improved by further study are advanced.
