Nowadays, the new media vigorously developed, and the IPTV stands before the audiences' eye by a completely new way, at the same time the base of "let flowers of many kinds blossom" Time has been built. The developments of IPTV promote the growing of Media, offer a precious opportunity to the Telecommunication and supply a chance to the "merging of 3 webs".This paper tries to find a sound way of IPTV's development for Telecommunication by the way of data statistic and theory analysis in present situation. In the view of relationship between the IPTV and the Telecommunication and SARFT (The State Administration of Radio, Film, and Television), keeping the track of the theory development of the new media's prosecution, this paper try to give a sketch of the research background and meaning. And then , according the interrelated theory , this essay analyze the actual meaning of Telecommunication's IPTV by the Media and Audience Theory ; additional , this study try uses 3 essential factor - the Market Concentration Rate , Differentiation and Barriers to entry-to weight the feasibility of the way for the development of IPTV in the category of Industrial Economics . In the third chapter, from analysis of the four professional works (live channel , high-definition channel , on-demand channel and time-laps , looking-back and REC-broadcast )and the prosecution of four cities (Ha Erin , Shang Hai, Su Zhou and Hang Zhou) attempt to locate the active problem and the possible tendency of the Telecommunication's IPTV . The last chapter, combining with the three chapters before, offer three feasible tactics for the Telecommunication, one is the Telecommunication should drivingly mediate the whole chain of IPTV; another is giving a proposal to professional works' Marketing; the third is to make suggestion for the microcosmic marketing.According the train of thought (discovery, analysis and solve), at the goal of raising feasibility, this thesis wants to seek out the better and more actual way for Telecommunication's IPTV.
