OMA - Open Mobile Alliance, is formed by over 400 companies including the world's leading mobile operators, device and network suppliers, information technology companies and content and service providers. OMA take a very import role in leading build up a global DRM (Digital Rights Management) standard. OMA DRM is a focue direction in DRM research domain. Comparing with private DRM solution, such as Microsoft DRM, which has many problems in extendibility, exchangeable and compatibility, OMADRM has advantage on overcome those shortcomings. OMA plays a very important role in make different standards and specifications. OMA DRM is an open standard that is enacted by many field specialists and recognized by whole alliance.JavaCard is a kind of SmartCard. It is first bring by SUN and be supported by most of SmartCard vendor. It is an open standard too. The associate of Java language and SmartCard bring an extraordinary advantage in rapid development and security. It just becomes more and more popular in SmartCard developing solution.This paper is to combining OMA DRM and JavaCard to bring a possible solution in mobile communication domain to implement an OMA DRM rights issue server. This paper includes the research on implement to support OMA DRM 2.0 standard, a simple HTTP server and a light weight XML parser in JavaCard.
