Billing system of mobile communication is developing with telecommunication industry and computer industry; especially under the unceasing progress of switch technology and computer technology. According to limitation of computer hardware function, service consciousness and competition consciousness, software development may cost much more and be difficult. Billing system can just meet the needs of such simple function as calculate, account and billing automatically, which will not keep pace with the current situation and environment. With the appearance of value-added services, data multi-media services and Internet services, billing system will develop oriented for flexibility, complication and comprehension. At the same tine, the needs from market competition and customers also push operation to develop billing system.Thinking of accuracy, stability, and efficiency of billing system, this article concentrates on description of billing system function, system external relations, data transfer, preprocessing, core model, data distribution, data loading, transmit, billing collection and research of system performance.In view of all the demands mentioned above, core model design thought of billing system is set up. The program frame is designed by using XDR(expand detail record). And many problems are solved such as CDR(calling detail record) receiving, preprocessing, and establish of charging flow model, etc. The key point of research and analysis are kernel charging model, algorithm option and expense configuration and resolution.At last, the entire billing system component is described. By DB Access Kernel/DB software package components and their interface, billing system will realize all models'function.
