GIS (Geographic Information System) is developping so quickly as a powerful tool in managing and analyzing spatial information than general information management system. The existing GIS professional tools have better development platform, reliability, and easy to learn, but they have poor extensibility, high demands on software and hardware, no system copyright and so on. With the applications of GIS technique in more and more fields, GIS development is becoming a hot issue in the recent development of GIS technique. Currently the most popular professional tools for GIS developing are using Visual C++, especially when developing actual GIS for information management, decision-making services and system designing can have a good prospect.Firstly, this paper does research in GIS spatial data model and explains the advantage of spatial overlay analysis method based on vector model. Then this paper did some research on overlay analysis and the research's emphasis is on topological relation judgement and spatial overlay analysis method. A method for calculating topological relation is based on algebraic equations and this method is simple and easy to achieve in the program than the traditional methods which includes point set topological method, graph theory and so on. Lastly, some relevant algorithm is realized based on spatial overlay analysis method, and the paper has improved the algorithm in the overlay analysis for polygonal fitting and polygons with holes inside.Based on the above theory, this paper has developed a system of AutoGIS, using object-oriented programming technique and Visual C++ developing platform. This system has developed an interactive graphics drawing and editing module which uses mouse and keyboard to draw point, line and plane. It also achieved the target of graphic overlay analysis and topological analysis. The achieved functions include division and mergence of simple graphics based on the algorithm of overlay analysis, design and generation of dynamic report and so on. This system basically implemented the necessary function of GIS development software.
