All those characters of this special industry bring up a deeper and more important evolution.Investigation shows that the administration managing system of Chinese publishing industry has been undergoing several important evolutions to adapting to the current situation of administration systems in other industries, in which the most important parts are the administration-admission system and the isolation of business running from the government restriction. After series of evolutions, a brand new administration management system of publishing industries was established, the framework of the new system is made of party-leading, government-controlling, self-discipline, trading with law-allowing. The most out-standing appearance of culture industry revolution is that the mode of "building big boat" is emerging as the times require. In brief, it means a group is charging of at least ten publishing depts., even tens are included sometimes. For the publishing houses is under the triple-managements of Press-Publishing Office, Publishing Group and Propaganda Department, thus the rules have been changed frequently. Further more, without the canonical law-system and efficient maketing inspection, the improvement of publishing industries meets huge resistance by system limitation.Investigation shows that we can t improve Chinese publishing system by just "simply copy" the experience of other countries, such as the success of Japanese publishing market and American publishing groups. After studing and comparing the publishing management syestem of the Soviet Union with it in Russian, we can learn that we must keep an eye on the developing guide-line while our publishing administration system is running towards the more profficial ground of industrialization and maketing bussiness, thus we can avoid the "out of controlliing" situation of the public opinion which might occur just as what had happened in Soviet Union.Base on current situation in China, experts made below suggestions to policy improvements on the publishing system issue:1) We need to constitute the relative basic laws as soon as possible in order to guide the development of publishing industies and make a clear line of government rights, like , .. .and so on. Using those laws, we can fasten the administration rights , then the multi-superposing-management problem can be solved by making the perfect balance of the rights&incurabencies of corporation, government and Committee of the Administration office.2) The publishing system revolution need to be deepened, strengthen the power of inspection and punishment, distory the regional protection ism.3) Move the main point of administration ahead in order to perfecting the publishing industrial qualification rules, for coperation, production and quanlity controlling need.4) We need a wave of the revolution on details management policy by moving it to a "latter position", the topic-selection management will be mainly based on "recording organization" and it must be some solution to make the "totally open organization" happen.5) Focus on the work of establishing the agency organizations and the guild, free the capability of administration department from the rambling details control. Just concentrate on the most important part of our current works.6) Fasten the construction of the information webs, so we can do the administration works more efficiently. After that, a brand new management system will benefit from the amazing modern science and technology.7) Improve the framework of the organization by means of finding the new solutions of training and build the "cadre team" in the publishing system.8) Set up more marketing inspection departments in order to fulfill the marketing management function faithfully and maintain the marketing order.
