Along with the development of the Internet, we come into the information society, and the amount of information is becoming more and more. People of modern society can obtain information in various ways. The searching engine and tools play an important role in people's daily life. But the common searching engine can not satisfy people's requirement now, the representation is that traditional searching technology can not deal with large amount of document semantically, most of these tasks are done by standalone applications. This makes it almost impossible to link pieces of information across application borders. The Semantic Web is an extension of current Web in which information is given well-defined meaning and makes computers and people work in cooperation. Make the information store and process in an uniform method and establish semantic relationship between information based on the semantic web describing language. We introduce a way to build an information searching system based on the semantic web describing language. In this paper, we have researched the principle and related technology of Semantic Web, analyzed some problems in building Information searching system based on the Semantic Web describing language, and given solutions. Based on the research and analyses, we proposed the concept of Semantic Web, and applied it in our prototype system. At the last part of this paper, we particular introduce how to implement the system. This system used OWL to describe knowledge and has changed the key word oriented way we searching information, and replace it with semantic oriented way. It improves the efficiency we search and locate resources. It also can create relations between different types of resources, and users would treat their personal affairs more efficiently. Meanwhile, users can discover new knowledge via semantic association.
