The VOD (Video On Demand) is a kind of exchange multi-media information system, whose essence is the information users can obtain multi-media information actively according to what they need. Video-on-Demand Network Selection and Implementation Program VOD system is key to achieving the technical and research main directions.This text is built up a kind of VOD system basing on the RTSP (RealTime Streaming Protocol)and DVB-C (Digital Video Broadcasting cable)agreement, mainly talks about on the foundation of the existing Internet and numerical television broadcast net to develope a kind of VOD system which may be easy managed, has smooth effect and perfect function.China's current VOD construction is still early stage of development, although in some cities in China within the framework of existing small experimental video-on-demand systems, but most applications still luxury hotels, large office buildings, luxury living within the district, and other LAN-based applications. Long term, however, video-on-demand market has tremendous potential and prospects for the development of far-reaching, since made an in-depth view, video-on-demand VOD is not just the problem, it represents the next full-featured digital interactive networking and the application of information development trends, is a content, form a higher level of interaction, but also digital cinema, interactive video journalism / advertising and the basis of the new application and has vast potential for development.This paper studies the VOD system to the basic principles of relevant technologies, analyzed the VOD system builders need to consider related issues, and put forward solutions. In these studies and analysis on the basis of this paper to resolve based on RTSP and DVB-C agreement VOD system some of the key technology. In this paper, the final test use of the system performance.
