The mobile communication system has been developed to 3G, but there have been very few changes in the core network. And the MSC(Mobile Switch Center) plays a very crucial role in it, with its main responsibility is to do the communication management. However, the related documents of GSM and 3G were restricted to these functional requirements. So this thesis presents a call process model with the IP core network being introduced which is using packet switching to replace the circuit switching and simplifies the logic of call control.With reference to Q.931, this thesis proposes the design of a call processing model based on finite state machine and message-driving mechanism, with the key techniques to implement it and the some typical scenarios also analyzed in detail. This model provides good extensity to different user protocols and trunk protocols and it is very convenient to interconnect with other networks.Meanwhile, this message-driving based model also facilitates new services, including supplementary services and value-added services. So based on the experiences in the service development, this thesis gives the implementations of CFNA(Call Forward on No Answer) and color ring service as examples to illustrate the main principles of service development. Moreover, it also provides IN interface with SCP to offer IN services, so the realization of WAC(Wide Area Centrex) service is discussed at the end.The whole software scheme has been proved applicable and has been widely used in some commercial exchangers. And the concept of finite state machine and message-driving mechanism also provides guidance to the research of other call processing software in the telecommunication switching network.
