Currently, in the mode of modern enterprises’ management, how to enhance and improve customer satisfaction for enterprises, and how to obtain support and trust of customers are the key of success of enterprises in intense competition. The emergence of the call center can abbreviate the gap between the enterprises and customers, and enhance the company’s image. Due to the constant improvement of modern technology and communication technology, more and more enterprises begin to use the call center. There are a variety of solutions of call center, including switches, voice board, VOIP and so on.The enterprises choose different solutions based on their number of agent and budgeted costs. Small and medium enterprises generally choose voice board to build their call center. This article is based on call center for small and medium enterprises, and forces on design of call center based on the voice board. Firstly, the article introduces the basic concepts and functions of the call center, and analyzes developments at home and aboard. Secondly, it analyzes a variety of voice boards and their design ideas and programming styles, and sums up the features of call progress of voice board. We analyze the call progress with introductions of the trigger mechanism and finite machine model, and design a versatility code based on the mechanism and model. Thirdly, the article introduces the hardware and software architecture of the call system. The system is divided into two parts, the server and client. The client is visited by using a browser. The communications of server and client use C/S architecture. ActiveX for communications is used to be a bridge between them. Finally, the article tests the functionality and performance of the system. The call center based on voice board runs well in the actual testing process, and matches the expected functional desires and has a reliable performance.
