We are into the information age, because of the surge in the amount of information, these information processed into accurate, timely and integrity data by the traditional MIS (Management Information System). this provide very rich data. The ultimate target of MIS is DSS (Decision Support System). DSS will become an very important tool for the future organization. Meanwhile, the form of decision will be dynamic, personalized. Thus, development and application of the systems with decision support functions will surely play a bigger role in the future. At present, DSS are widely applied in the financial, insurance, sports competition, commercial retail, and other businesses field. The application of DSS have brought tremendous benefits for various bussinisses field .With its rapid development and wide application, computer technology has also been widely used in the middle and small scale sports meetings. However, because of the short application time, lack of experience and immature technology, it is need to continue the development of computer applications in the area of sports, and give full play to the role of computer technology. The main functions of the sports management are athletes group dividing, track distributing, time gauging, length gauging, contestants name arranging, and the statistics and analyze of the relative data. All of these are needed to be further improved and enhanced.With the improvement of medium and small scaled sports meetings, SMDSS (Sports Meetings Decision Support System) has very well potential applications. This kind of systems can reduce significantly the number of the staff and increase work efficiency. The application of SMDSS will be certain economic and social benefits. Meanwhile, the internet has been very popular, the performance of computers has improved constantly. For example, a single PC can implement the functions of a traditional database server for the sports meetings of about 10,000 athletes and times. Costs of hardware has been greatly reduced. Therefore, in terms of harware resources, the application of SMDSS provided a good operating base.Currently, shortcomings of the sports meeting management systems include:1. Grouping and tracking by computer through manual, oblique line passing way, random method etc, thus athletes can not reasonably be allocated to each group and track;2. Judge measure the time and distance manually, this would not precise, and that often make mistakes;3. The name of contestants arranging do not meet the provisions of CAA (Chinese Athletic Association) completely(Mainly means field events);4. And there is not decision surport for relevant departments. Based on the inquire into the organization before sports meeting, the management during sports meeting and the data statistics and analyzes after sports meeting, we proposed the SMDSS in this thesis. This system, which is applicable to the middle and small sports meetings, is designed to meet the CAA requirements. Compared with the current sports meeting management systems, this system has the following characteristics:1. Oblique line passing way and genetic algorithm is used to divide athletes into groups and distribute them into tracks scientific and reasonable according to no enter athletic's score, in order to provide decision support for Athletic Board before sports meeting;2. Curve revolves method is implicated to divide athletes into groups and distribute them into tracks scientific and reasonable according to preliminary score, in order to provide decision support for Athletic Board before finals or semifinals;3. The name of contestants arranging meet the provisions of CAA completely;4. The file from auto scoring equipment may be the data resource.5. Data mining based on rough set theory can be performed to provide management decision support for educations department . Overall, SMDSS make a large extented function of the existing system.Development tools selected:SQL-Server 2000 database system has the following features: it's rich graphical management tools, make the management and operating become more convenience; Dynamic and automatic optimization of the management function; Full internet technical support; Rich programming interface tools that enable users to develop SQL-Server database applications more flexible; And also simple management style. Because of these, SMDSS uses SQL-Server 2000 as its database operation system. The Java language is simple, object oriented, distributed, explained, reliable, secure, platform independent, portable, high performance, multi thread. And Eclipse, the software development tools has visualable and open characteristics etc, So the SMDSS subsystem, which is based on client/server structure, is developed using Java-Eclipse. JSP is a new generation of SUN's computer language for website, this language resolve the common problem of running script language, such as ASP, PHP . JSP code is compiled into servlet and Interpreted by JVM(Java Virtual Machine), this operating only occurred while costomer first request JSP pages, JSP can design powerful website programes with surporting by JavaBean and Serverlet. Furthermore JSP support by many major web server such as Apache, Netscape, IIS, IBM Http Server and so on. JSP is an open standard language, surport by Oracle, Netscape, IBM & WebLogic, Inprise etc. so the information inquery subsystem, which is based on browser/server structure, is developed using JSP technology. because Apache supports multi-thread technology, which can improves the system efficiency, for this reason that the server will generate the child thread quickly when the load of the server increases. Therefore using Apache5.0 or above as Web Server.
