With the great development of the CMOS chip, Smart Card, as a new application platform is widely used in many fields. Smart Card is a synthesis of many kinds of technologies, such as micro-electronics, computer, information security, and so on. As a kind of high technology product, smart card can widely improve the modernization level of people's life and work, so it becomes one of the development level symbols of a country.PC/SC is a framework to specific the interoperability of smart card, smart card operation system, smart card reader, operation system an the top level applications, which developed by PC/SC Workgroup. To comply with the ever increasing application need for smart card, and to enhance the interoperability of smart card, smart card operation system, smart card reader, OS layer and the upper application, PC/SC workgroup proposed the PC/SC (Interoperability Specification for ICCs and Personal Computer Systems) framework. The workgroup members devote to the following goals: Standardize interfaces for reading and writing device, specify general PC programming interfaces and control mechanisms.This paper focus on the tax-controlled field application and security research of smart card based on PC/SC framework.1. The paper gives an overview of the worldwide studies of on the smart card technology and PC/SC, discusses the principium of smart card and chip operating system, and describes the application model of cryptographic techniques in smart card.2. Based on the in-depth study of PC/SC system architecture, and the actual demand of the tax control application, we construct a physical model for tax application based on PC/SC and the PC/SC middleware model. In the development process of the fiscal IC card, following the PC/SC standard, we design the PC/SC middleware, and solve the compatibility of applications and portability issues.3. We make a comprehensive analysis on hardware, operating system, data and application software and people associated with the security needs. According to the security needs above, we make a detailed design including physical security, key management; file security mechanism, internal security control management, identification and verification, and develop a fiscal IC card with high security.4. To solve the problem of power off by accident, we design backup and recovery mechanism to ensure that the integrity of the information in fiscal IC card.5. To improve tests efficiency, shorten development time, this paper makes a simulation platform for tax card test. The paper discusses the implementation of the fiscal smart card simulation test platform and introduces the overall structure of the simulation platform, which can improve the test efficiency, shorten development cycle, and ensure the stability and integrity of the system. The platform improves the traditional method of testing smart cards, and achieves a better effect.
