There are abundant data and information in database of Geographic Information System(GIS). These data and information include much implicit and valuable knowledge. Presently GIS is limited in collection, query and statistic of data. It can not discover relations and rules in data. Data mining techniques can deeply analyze data of GIS to discover the implicit knowledge for severing people. Spatial data mining that discovers knowledge from spatial database of GIS with data mining techniques has been an important research aspect in data mining fields.The thesis first introduces the traffic accident research state and method, and through analyzing spatial data mining and GIS technology it point out the feasibility and advantage of solving traffic accident problem by spatial data mining and GIS technology. Then, it particularly describes the method of data pretreatment: converting predication of traffic accident record into integer data by data reduction and data generalization to improve the mining efficiency of algorithm; filling up the default data by rough set to avoid that the mining nicety is disturbed by the default data. The thesis also introduces a multiple-level spatial association rules algorithm to mine traffic accident data. The algorithm not only solves the limitation that traditional algorithm deal with traffic accident data, but also improves the capability of traffic accident application system. Besides, the thesis proposed a conception model of spatial data mining based on GIS according to the characteristic of spatial date mining and GIS technology. The conception model includes the selection,pretreatment,mining. It will further the depth and extent of GIS application domain.At last, the thesis introduces the method of developing the traffic accident analysis application system by using ArcGIS Engine and C#.NET. It gives the class realization of system's main function and realizes a demo system. By analyzing the traffic accident of the traffic segment, the system is proved to be effective to mine in traffic accident database and show users some useful rules.Above all, the thesis's originality is that it has introduced spatial data mining and GIS technology into analyzing traffic accident to solve the association rules mining in traffic accident, and realized a demo system developed by ArcGIS Engine and C#.NET. As it turned out that the traffic accident application system is competent to administrate and analyze traffic accident data, and it gives a support to city traffic security and building programming.
