With the rapid development of computer technology, the rise of the Internet, the popularization of computer application and a series of relevant technical innovation, human civilization has entered a new era, Information Age. As a product of the information age and beloved, global e-commerce has developed rapidly impulsing the development of the world economy strongly. There is no doubt that e-commerce represents the direction of future business development, and its application and promotion will bring great social and economic benefits. Hence, both developed and developing countries are actively formulating policies and measures to promote national and global e-commerce development.E-commerce in China has been developing rapidly; it has also exposed many problems, for example, credibility crisis of e-commerce, lack of e-commerce standard, unsound e-commerce law, low efficiency of logistics and distribution and so on. All these have a direct bearing on Chinese e-commerce long-term, healthy and harmonious development. At present, the e-commerce-related researches are on their own, lacking of a systematic study. Microscopic study was mainly concentrated in the network marketing, business strategy, and other micro-level, issuing countermeasures simply on the surface. Macro aspects of the study could not arouse sufficient attention, lacking of in-depth and systematic research. How to guarantee the sustained and healthy development of Chinese e-commerce is a complex macro socio-economic issue. The complex structure and relationship of socio-economic system determines system behavior and state integrity. Only a systematic and dynamic analysis of the characteristics of the overall system and the environment, and the evolutionary process and the law, can promote the development of system correctly.Hence, this paper does not use the general view- e-commerce as a tool in researches of micro issues, but see e-commerce as a complex socio-economic system. The operation of the system bases on the network environment, hardware and software technology, logistics, financial and other ancillary facilities, policies and regulations, credit system, the training of personnel, and many other elements.In the face of this complex socio-economic system, the article introduced the Harmony Theory to do macro analysis, builded the system harmony degree measurement of e-commerce model,which are conducive to identify disharmony factors of the development of Chinese e-commerce, then to find solutions, and to promote development of related elements healthily and harmoniously.The first chapter of this article introduces the background and significance of the paper, collates and aggregates the previous researches on e-commerce macro literature, sums up the main contribution and shortcomings, thus forms the idea of writing this thesis, puts forward ideas and research methods.The second chapter describes the main therories used in this essay, including e-commerce therory and harmony theory. E-commerce theory is the basis of this paper, and harmony theory is an analysis and argumentation tool.The third chapter expounds concepts of harmony, harmonious system, harmony of system and harmony degree of system, and related laws, to deepen the understanding of the concept of harmony. Considering characteristics of e-commerce, the chapter puts forward the definition of e-commerce harmony degree, which frames the scope of follow-up research, and builds up a model of measuring macro e-commerce harmony degree. The model constructs an index system with three levels to evaluating e-commerce harmony degree. Appropriate weight is distributed to each of four 2-level and eighteen 3-level indexs through the use of AHP. The calculation method of e-commerce harmony degree is given, and the criteria of e-commerce harmony degree are determined according to related researches.According to the status quo of Chinese e-commerce, based on in-depth analysis of Chinese e-commerce situation and the problems,the fourth chapter does harmony analysis of the structure, organization, internal and external environment, and other aspects of Chinese e-commerce,then through Delphi Method disharmony degrees of every indexs are got, the e-commerce harmony degree of china is 0.5605 (between 0.4 and 0.6)using the model to calculate,which shows that Chinese e-commerce is in a state of disharmony, so it becomes an urgent need to adopt a detailed analysis and diagnosis to identify disharmony factors, and to actively guide disharmony related subsystems or element to assort with the macro trends of the development of e-commerce as soon as possible, allowing the system to achieve a harmonious state. The research also indicates that Overall planning, personnel concept, security system, personnel quality and structure, competition regulation, financial service system, logistics and distribution system, credit system and innovative mechanisms and such factors largely impact the overall harmony of e-commerce,and these factors are the key factors and bottlenecks of influencing e-commerce harmonious development at this stage in China.On the basis of chapter IV, the fifth chapter analyses the trends of global e-commerce development, and strategies and measures which the developed countries used to promote the development of electronic commerce, then in allusion to major problems of affecting Chinese e-commerce development, mades recommendations of harmonious development of Chinese e-commerce: Development of e-commerce is not a simple technical problem, but a social project. Rational planning and deployment is the key of developing Chinese e-commerce, from the macro-, meso-and micro-start, it is a favorable measure to enhance the harmnoy levels of personnel concepts, security systems, personnel quality and structure, competition regulation, financial service system, and logistics and distribution system, credit system, and innovative mechanisms such factors, which can improve the overall harmony of e-commerce in China, thus promote the development of our country's and global e-commerce.Based on the view of system, this paper builds up a quantitative model to measure the harmony degree of e-commerce macro-system, which has provided a new idea and method to study macro-management of e-commerce and a more quantitative basis for macro managers. It will help people have become more clear understanding of e-commerce, this complex socio-economic system, in favor of identifying constraints to the harmonious development of Chinese e-commerce, which has positive significance on improving the overall planning and making policies and measures to promote the harmonious development of Chinese e-commerce.
