Cooperative Engagement Information System (CEIS) is an integrated tactical system which combines large-capacity and high-speed communication, high-precise navigation and reliable identification together. CEIS plays a key role in the tactical command system for its use in the rapid sharing of information among all sensor network nodes.CEIS is comprised of a physical layer and a network management layer, and our work deals mainly with the network management layer. This paper commences with an introduction to the function and key technologies of CEC (Cooperative Engagement Capability) system that the US army has utilized. Then a framework of the CEIS network management scheme is discussed, with emphasis on network initialization, new nodes entering and channel allocation. These algorithms are verified by means of theoretical analysis and simulations, which indicates that the scheme satisfies system requirements.CEIS can be regarded as a contentionless TDMA Ad hoc network using directional antenna. In random competitive access mode, an algorithm called SSDMAC/DA is proposed, by which the first class hidden terminal problem and the deafness problem can be effectively resolved. Simulation result shows that this algorithm has much advantage in average throughput and end-to-end delay over typical existing algorithms.
