The PSTN (Public Switched Telephone Network) was first deployed in 1980s, till now the scale and technology have been very perfect and mature. For the carriers, the majority revenue is from the POTS service. On the other hand, the connatural shortage of the PSTN, for example, the unreasonable network architectures and high maintenance cost, limit the development of PSTN. In this background, the development of NGN (The Next Generation Network) technology applies the foundation of the transformation for PSTN. The NGN network has the open and clear system framework, can deploy the added-value services conveniently. From 2006, the domestic carriers have stopped the investments to PSTN, meanwhile increased the investments in NGN. At present the carriers have all deployed the NGN networks.NGN is a fire-new system, different from the traditional tone networks, and bears on the EMAN (Ethernet Metropolitan Area Network). So, the services realization styles must be adjusted and changed. For the tone service, VoIP should be achieved, in order to make the POTS service transfer to IP. Beyond this trend, integrated access device will become an important style in access layer. Contrary to the traditional mode that there must be deployed two systems to provide the broadband and narrowband service, the integrated access device can supply the narrowband (POTS, ISDN, DDN) and broadband (ADSL, VDSL, LAN) service in a same node. In the aspect of network construction, integrated access device can economize the central office space; decrease the investments of supporting facilities resource; improve the resource utilization ratio of common equipments. This dissertation generally describes the development of the integrated access device ISAM-V which alcatel shanghai bell company supplies in order to meet the market demands. The design of ISAM-V based on the ISAM 7302, added VoIP module. The introduction of VoIP module make this DSLAM become to the integrated access device. ISAM-V connects to the IP Network with Ethernet Interface, signal with the SoftSwicht by the MEGACO protocol on the network side; on the user side, ISAM-V supply the traditional tone service with the POTS ports.This project designed the VoIP module which was added to the DSLAM, solved the limitation that the DSLAM only supply the broadband access, and consequently made the tone service transfer to the IP layer.This dissertation is organized by there sections. In the first section the concepts and actuality of NGN are introduced. In the second section the development of the access network technology are introduced. The third section is the main body of this dissertation. We introduce the developing of ISAM-V from the view of its market demand and top level design scenario; describe the design details of VoIP modules (IVPS and POLT).The innovation aspects of ISAM-V described in this paper are: As an integrated access device, based on the IP DSLAM 7302, ISAM-V not only assures the broadband capability, but also achieve the POTS service. This solution that can meet the requirements of Triple-play is the direction of access network device. It is proved to be the practical solution with great commercial value.
