In recent years, the development of modern high-tech represented by computer technology promotes modern information technology revolution. As the developing of information technology today, the Internet and Intranet have direct impacts on our lives, the information network is growing up to the current "the fourth media", as major carriers of the access to information and the realization of social function. On a worldwide scale, the popularity of internet and intranet makes the immigration trade facilitation possible. In exit inspection and quarantine systems, enterprise information and inspection and quarantine process have been able to achieve rapid processing and network transmission, so the information technology level and the operational efficiency is very high. however, in exit inspection and quarantine system, information collection of the enterprise information and corporate members, that is, registration management of enterprises and the declare is relatively backward, low efficiency, low data, almost no statistical analysis functions, which is one of the whole system weak link. Thus, by using Internet, accurate collection of import and export enterprises enterprise information, personnel information, achieve efficient management methods, and analysis of import and export enterprises, employing characteristics of the relevant information, providing management decision-making basis, are an urgent requirement of declare and the management of the Members.In order to raise the level of management, timely grasp enterprises receive the relevant information, inspection and quarantine departments reform the work of receive management units and members receive information, and develop the project "exit inspection and quarantine units receive management system."This dissertation analyzes particularly business characteristics and the flow process, and provides the whole design of the system, detailed design, and, detailed design and implementation. In the process of designing, we analyzed the key issues and the important subsystem using icons with text, and reserved them with the modern object-oriented software engineering methods.In the stage of detailed designing, we described the development step which developed under the framework of .NET. The tool is MS visual studio 2005.net. On the key modules and important subsystems, we given detailed code, algorithm and system interface screenshots.While operation, the system has achieved good effects, and realizes basically the declarer receive the information, greatly improving the efficiency.
